Over the last decade within the international education space, Vanessa’s background includes recruiting at the secondary education level, where she served as an international admissions officer at a Canadian boarding school, managing a global team that recruited in various regions and developing student markets. Over several years she was active attendee at ICEF who utlizied the (IAS) Agent Network for promoting her school's programs. This gave her a practiced expertise in international recruitment and now works with institutions to build and optimize their agent partnerships for enrollment success. She enjoys guiding ICEF clients to analyze global trends to craft effective international enrollment strategies.

A key policy of the Labour government elected in 2024, the imposition of VAT on public school tuition fees has affected not just domestic students but also international students, with schools scrambling to lower fees and increase bursaries in order to offset the increased costs. Nevertheless, the impact has been substantial, with the May 2025 annual census showing approximately 13,000 students, both domestic and international, to have left public schools in the last twelve months - well above government estimates. 


This panel discussion offers a wealth of insights into the impact of VAT on independent school fees in the UK, identifying the steps that schools have taken to counter the issue and considering what else might be done. With reference to the latest enrolment data, which is already showing a small but significant decline in international students, the session will identify potential competition for the UK independent school sector, and detail the likely impact as schools adjust, looking at both the financial implications and the ability of affected schools to offer the same high-quality education in the coming years.

An expert in the safeguarding and welfare requirements for international students, Sandy has successfully designed, written and implemented policies, procedures and welfare methodologies that have enhance the student experience. With a background as a senior leader in education, and a Master degree in Leadership from Anglia Ruskin University, Sandy's expertise in compliance through audits and investigations has ensured both student wellbeing and business assurances at a global, multinational level. Sandy started her career as a nurse and is proud of her the 17 years she spent working for the NHS as an A&E specialist. With an age range from 5 - 18 years old, the secondary sector caters to international students who are almost certainly away from their home and family for the first time and who are uniquely vulnerable. As a result, a number of countries have introduced stringent codes of practice, requiring the schools who recruit within this age range to adhere to the very highest standards in terms of ethics, transparency, and rigour - both through the recruitment process and across their programme delivery. 


In this panel discussion, we look at what safeguarding means in the context of secondary education; we detail some of the codes of practice that have been introduced; and we provide an overview of how safeguarding may be embedded into the recruitment process to ensure that the sector continues to offer a safe, sustainable experience for international students.

Bonnie’s career in international education began in 2001 with her starting the International Student Program for the Surrey School District. The program grew steadily under her leadership until she relocated to Calgary, AB in 2007. Shortly thereafter and upon incorporation of CAPS-I in 2008, Bonnie took on the role of Executive Coordinator, later becoming the Executive Director and continues to provide leadership for the organization today. Bonnie currently serves on the Canadian Bureau for International Education’s Immigration Advisory Committee and is a member of CANIE, Climate Action Network for International Educators. She led the Global Alliance of Education and Language Associations with a membership of leading education and language association from around the globe, as Co-Convenor from 2017-2020. Bonnie also served on the Executive Committee of IPSEA (International Public School Education Association of BC) as Treasurer and Vice-President from 2005-2007. Bonnie resides in a suburb of Vancouver and has two grown children.

After graduating with a degree in English Language, Myriam worked in the UK in an educational role, before moving to Australia. In Sydney, she worked for various advertising agencies in production and marketing roles, specialising in print and radio production, as well as media buying. In 2007 Myriam joined ICEF Asia Pacific, working in a Business Development role. Myriam supports a wide range of institutions from many sectors, assisting them with their international student recruitment. She has extensive experience and focus in supporting secondary schools, throughout the Asia Pacific region.
