As the number of international students has continued to grow, with over 7 million in Higher Education alone projected by 2030, so has the number of student recruitment agencies. However, such growth has come at a cost. In a largely unregulated industry, a small number of bad actors have somewhat tarnished the sector. As a result, governments in major study destinations have sought to introduce frameworks and guidance in order to ensure higher standards in international student recruitment. 


In this session, we explore the background to the current push towards a more regulated environment. We look at the pros and cons of national frameworks, as well as industry efforts, such as ICEF’s “Together for Transparency” initiative, which collectively aim to raise standards and deliver the excellent experiences that international students expect and deserve.

As the number of international students has continued to grow, with over 7 million in Higher Education alone projected by 2030, so has the number of student recruitment agencies. However, such growth has come at a cost. In a largely unregulated industry, a small number of bad actors have somewhat tarnished the sector. As a result, governments in major study destinations have sought to introduce frameworks and guidance in order to ensure higher standards in international student recruitment. 

In this session, we explore the background to the current push towards a more regulated environment. We look at the pros and cons of national frameworks, as well as industry efforts, such as ICEF’s “Together for Transparency” initiative, which collectively aim to raise standards and deliver the excellent experiences that international students expect and deserve.

Giuliana Silveira has over 25 years’ experience in international education, spanning strategic leadership, school operations, and international market development. She is Student Attraction Manager at SIEBA, where she promotes New Zealand as a study destination for international education in the school sector, supports NZ schools with recruitment strategies, and leads agent engagement and training through the SIEBA Registered Agency Programme. Previously, she was Principal and NZ Country Director for Kaplan International, with responsibility for strategic direction, budgeting, compliance, and day-to-day school operations. She has also served as CEO of the Latin America Business Council and as a consultant for ITENZ.

Robert Parsonson has 30 years of expertise in education and export services, both domestically and internationally. Robert specialises in crafting international student marketing strategies and facilitating market entry for educational institutions.  He has worked across ELICOS, VET, and Higher Education sectors. In 2017, Robert initiated the first education agent symposium in Australia, evolving into the Symposium on Leading Education Recruitment, SYMPLED. The 8th edition was recently held in Sydney. This platform led to the formation of ISEAA - International Student Education Agent Association - in 2018, advocating for greater recognition of the important role played by education agencies.  Robert is currently the Executive Officer of ISEAA.

Ian is the CEO of the national peak body for the English language teaching sector in Australia, English Australia. He has more than 25 years’ experience in the international education industry, working across multiple roles with education providers covering academic leadership, sales and marketing, operations and IT, and executive leadership. Ian also ran a consulting firm for five years, serving government, peak bodies, education providers and investors with services across strategy development, mergers and acquisitions, financial performance improvement, policy and advocacy, and market research. Ian served on the English Australia board for more than 6 years before taking on the role of CEO in 2024. He is a GAICD, holds an MBA, Masters in Professional Education, and a Graduate Diploma in Law.

She leads a team dedicated to supporting New Zealand education providers to grow their capability and success in international education. Prior to joining ENZ in 2023, Sharon-May was with New Zealand Trade and Enterprise in a range of roles supporting New Zealand exporters to realise their international growth ambitions, including Customer Director, Regional Director Australia Pacific and Trade Commissioner Hong Kong. Sharon-May has also held senior sales, marketing and business development positions across the New Zealand export food industry, with a focus on Asian markets, including at ENZA in Singapore.
