About this Course

Welcome to the Canada Course for Education Agents, supporting professional development for agents specializing in Canada as a study destination. Originally produced by ICEF and Foreign Affairs and International Trade, Canada in collaboration with the Canadian Consortium for International Education (CCIE), the course is now jointly owned by ICEF, Languages Canada and the Canadian Association of Public Schools International (CAPS-i), with the support of the CCIE.

By taking the Canada Course, agents will acquire a firm foundation in the benefits and organisation of Canada’s education systems, and will gain access to resources with which to help international students study in Canada at the most appropriate institutions and in the best programmes for their goals.

The Canada Course provides Education Agents with

  • An understanding of why Canada is one of the top study destinations in the world
  • An overview of the study options available in Canada, including examples of flexibility within the higher education system between programmes and institutions
  • Information about how to apply to study, as well as costs and scholarships
  • Tips about how to best prepare for living and studying in Canada

The Canada Course provides education agents with a general foundation in the education systems and processes in Canada as they apply to international students. For information on the rules and processes of specific education institutions in Canada, agents will have to conduct their own research and make direct contact. The Canada Course includes a helpful list of resources at the end of each section for the agent’s personal use.

The Canada Course is free and is delivered in a self-paced modular format.

Examinations for the Canada Course are conducted online, at ICEF events and when advertised, at related international education events. An exam fee of CA$350 will be charged. This fee includes 3 attempts at the final test if required.

Education agents who pass the Canada Course examination will receive a notification indicating that they have successfully passed and will be acknowledged with a Canada Course Graduate listing on the ICEF and CCIE websites.

Completion of the exam after taking the course does not provide authorisation, endorsement or accreditation by the Canadian Government.  By successfully completing the exam, the candidates name will appear on a list of agents who have passed the course, providing global audiences with a resource of those agents who have acquired comprehensive information on Canada. All education agents should be aware of Citizenship and Immigration Canada Bill C-35 that regulates immigration consultants.

Benefits of the Canada Course


Education agents who wish to further their professional development and focus on Canada as a study destination should take the Canada course. While they will not be officially accredited or endorsed by the Canadian Government as a result of passing the Canada Course exam, agents will have their name and company details published on the CCG-Finder and in the Qualified Education App for smartphones, containing the names of over 9 000 qualified agents worldwide.

Pre-requisites for this Course

There are no qualifications or specific language requirements for the Canada Course. However, English proficiency equivalent to an IELTS score of 5.0 (or TOEFL PBT 500/TOEFL iBT 61) is advisable for English as a Second Language readers.

Specific Information on this Course

The Canada Course was originally developed by Foreign Affairs and International Trade, Canada and ICEF, following extensive consultation with institutions and stakeholders in Canada. It was created to support educational agencies in providing the best possible advice to international students planning to study in Canada.

The intent of the Canada Course is to contribute to the professionalism of Canada-focused agents by equipping them with the most accurate and current information about studying in Canada and how to choose a study programme in Canada as a primary destination for education and research.

All education agents should be aware of Citizenship and Immigration Canada Bill C-35.

Course participants who pass this formal test will earn the designation of Canada Course Graduate (CCG) and will have their name, photo and company details including website listed on icef.com.

In a further recognition of this professional standing, all graduates will also be included in the Qualified Education Agents App (QEA) for smartphones produced by ICEF and PIER containing the names of over 9 000 qualified agents worldwide – a valuable resource for educators looking for expert agencies!

The designation of Canada Course Graduate (CCG) does not require participation at an ICEF Event, nor are the agents vetted or required to provide partner references to complete training and testing.

The formal test is online and comprises of 42 multiple-choice questions to be answered in 80 minutes. During the test, candidates will have access to online and offline resources. Candidates may use personal notes or information presented online from the course content during the test, but they will not be allowed to phone anyone or ask other people for assistance.

There are two ways to take the test:

  • Online from the comfort of your home or office at a time convenient for you (all you need is an Internet-enabled computer with a webcam and an Adobe Flash player; please download here).
  • At an ICEF event. If you are planning to attend an event, please send us an email to reserve your place as soon as possible. You do not necessarily need to be registered for an ICEF event to take the test; you may come just for the test and all you need is photo identification (e.g., passport) and a wireless-enabled laptop.

For both testing options, please email training@icef.com to reserve your testing slot.

We also strongly recommend taking the self-assessment test (on the Canada Course home page, visible in the right hand column after logging in) before requesting a formal testing opportunity. We encourage only those who pass the self-assessment to attempt the formal test.

In both cases, the charge for the test is CA$350, which allows you to have 3 attempts. Meaning if you do not pass on your first attempt, you still have 2 more chances to become qualified.

The following pricing structure applies when multiple counsellors from the same agency take the CCEA test:

1-3 counsellors tested – regular fee
4-7 counsellors tested – 15% discount
8-15 counsellors tested – 30% discount
20+ and subsequent counsellors tested – 50% discount

For approved educational agency associations:

In order to support an organized and responsible sector, a special discount will be made to members of educational agency associations that enter into an agreement with CCEA.

To prepare for the formal test, you can take the CCEA self-assessment test, which can be found on the right-hand side of the CCEA homepage once you have logged in. This self-assessment test is identical in structure to the formal CCEA test. Each question has only one correct answer, and all questions are based on the CCEA course content. At the end of the self-assessment, you will receive your result. We encourage only those who pass the self-assessment to attempt the formal test. The pass mark is 80%. Until you have reached a good result on the self-assessment, please keep practising.

If you are taking the test either online or at an ICEF event, you will be automatically notified of your (pass/fail) result as soon as you have finished your test; if you have passed, your CCG Certificate and personal CCG Nr will be emailed to you instantly.

Testing is not mandatory. You can also study the course for your personal enrichment and professional knowledge. There is also no time frame in which you must take the test after completing the online material. If you wish to take the formal test and receive the CCEA Designation, please try (and pass) the self-assessment test first.
